Does anyone know why the Sequencer=c,523 line of the [AAPLAY Animation] section
of my WIN.INI file keeps changing to Sequencer=x,523 and MIDI files will not
play until I change it back.

I have not heard that the sequencer=c,523 line keeps getting changed back to
the incorrect sequencer=x,523.
It is possible that you are reinstalling the Multimedia Explorer program, and
each time it is not recognizing the presence of your sound card and it's
resetting to x.
Do you know if it changes when you're working with our program? Or does
something else change it?
