I would like to let community producers do simple titles on their home PCs,
without genlock hardware.
I'm willing to explore any solution that doesn't look really jaggy or very low
quality.
I am interested in recommendations from anyone who has tried it.

Well, the Studio Magic comes w/its own genlock (VHS quality, I should warn
you)–which, given what it is, ain't bad. You're not looking at a high-end
genlock, mind, but the titles don't come out jaggy and the sync is okay (again,
not pro level, but good enough for consumer quality titling, etc.).
