Is there anyone out there who knows of a NTSC-VGA and VGA-NTSC card for IBM machines that would cost less that $400?

Mark… If you're only looking for 640x480x8-bit color to NTSC, I believe the older WIllow Peripherals VGA-TV adapter can be purchased around that price now (I've used mine since 1989 and it works fine for getting images to tape and for presentations on large screen TVs, though the text is somewhat fuzzy at DOS, when viewed on a television and the reds tend to bleed or shift somewhat on images. All-n-all, it's a very passable (and inexpensive solution) at these lower SVGA resolutions. – Greg

I would encourage you to look for a discontinued Everex HC Video VGA HC (hi color) or overlay card). They may now be in your price range and I recommend them highly. They have flicker filter and s-vhs output.
