Yes, the Congressional Record IS available on CD-ROM. It is, however, a little
back logged. They've JUST released the first one for the 99th Congress (I think
that's 1988) and it's available for about $45 on two disks. I know this because
I saw it offered at the Government Printing Office's shop in Washington,DC.
