#WinNT 'tar' needed

I've posted this several times at regular intervals, pardon me if you've seen
this before.
I'm looking for a 'tar' for WinNT that can use the system tape device.
I've seen a couple 'tar' that only work with files on disk. I found another
port of GNU 'tar' recently that did not include any documentation. Examining
the executable showed me that the program was calling some of the
WinNT-specific tape device calls, but I don't know how to name the tape device
on the command line… Any ideas?
