Is there a way I can plug both the phono jacks from the back of my CD-ROM
drive, and the speaker jack from my Mac into the same set of speakers so that
sound from either source is broadcast? I tried a simple 'Y' cable, but the
sound quality and volume was greatly reduced.

There are several products that will work, the ones I am aware of are from
Roland Corp and include 2-3 stereo inputs that is mixed and amplified. The
mixer is housed with the speakers. All their units are shielded so they won't
upset your montitors.
