What do I need to do to use a framegrabber or a Digi-View with my
setup? I am using a flickerFixer with a multiscan monitor. If I set my
video digitizing hardware up on my father-in-law's 2000 (with an
unmodified video setup) things work fine. If I set up on mine, I get a
buggered up screen. (Images offset, doubled images, etc.)

What do you mean "doubled images"? Do you get two very narrow images side by
side, with a black line down the middle? Or, do you get the left and right
halves sort of interleaved in one, big confusing display?
It sounds like the FlickerFixer is doubling the image for you. This makes the
monitor happy; it's getting good timing for H and V sync. It doesn't make you
happy, though; you're seeing a shuffled image.
