There is a way to see the bottom of the screen the CD32 has the same feature as
the A1200, and A4000 hold both mouse buttons down before boot up and you'll get
a screen of options, you'll be able to select PAL from the screen options. This
should shift your 1084 into PAL mode.
There is a TTL chip upgrade that solves some of the Buster problems, I'll get
you the part number it might help out, that would be the least expensive way to
fix your problems.

I tried the mouse button thing and did not get the option screen, I'll
have to give it another try.
Since all the chips (as far as I can remember) are surface mounted, how
can I change the chip, or is it actually socketed?
How much would it cost me to buy a new motherboard and trade in the old
one?

Stick a standard mouse in the CD32 port, hit reset hold the mouse buttons down.
New mother boards are expensive especially since you have to update the CPU
board as well (BIG BUCKS).
