I have an old Mac II with two 720k floppies, hard disk, 8Mb RAM, mono monitor
and old (I am told ROMs): it was one of the first MacII machines.
Can I buy a PowerPC accelerator for it from Daystar? Does it have newer ROMs
included so that I could then have 1.4MBy floppies?

As of this time, there are no current plans to offer PowerPC upgrades for the
Mac II.

You will actually have to obtain an FDHD upgrade from Apple, or some other
third party who still might have them (I believe Apple has discontinued the
product). It contains the SWIM chip and ROM update necessary to attach a
SuperDrive.
