You may be right, but I don't think so. Those numbers are for an Ascii chart like a table. But if you look at the wheel, it gets smaller in the center and has a smaller number of numbers in the center of course. And you have to know how many holes there are. I guess I'm saying "they aren't using all the codes" because the wheel design doesn't have room for them. I think.

Look at the face of the wheel. You have $F numbers of windows there, and a number shows in each for ANY $FFF possible wheel settings. Ergo, $FFFF possible numbers. Simple math, Henry, and not some bizzarre nullification of natural law just because it's circular rather tabular.
