You may be right, but I don't think so. Those numbers are for an Ascii
chart like a table.
But if you look at the wheel, it gets smaller in the center and has a
smaller number of numbers in the center of course. And you have to know
how many holes there are.
I guess I'm saying "they aren't using all the codes" because the wheel
design doesn't have room for them. I think.
Look at the face of the wheel. You have $F numbers of windows there, and
a number shows in each for ANY $FFF possible wheel settings. Ergo, $FFFF
possible numbers. Simple math, Henry, and not some bizzarre nullification
of natural law just because it's circular rather tabular.

So check…. look at the smallest diameter ring, and count the numbers
