I did what you said: 1. Export all of the data using the export command to
a temp file. 2. Use the new file option to create an empty duplicate of the
file. 3. Use PROCESS IMPORT to re-import all of the data into the new file.
But it did not work. At this stage of the game I have a program that is
totally useless. I'm really getting frustrated. What next?

Did you try reorgani[sz]ing the file? When you do, specify the same
filename – Superbase will recreate the file in the SB4 file format, but
keeping the same name. That's the safest way.
I just re-read your original problem. Am I right in thinking that you get
the error when you open the _FORM_? If so, can you open the form in the
form designer? If not, the problem is a corrupt form (.SBV) file. Throw it
away and simply run the program. If you can open the form in the FD, save
it and see if you can now open it in Superbase. If not, throw it away and
just use the program.
(the form file is only a shell to open and run the program anyway. If you
modify the program, the form file is instantly useless for editing the
report in the FD)
