Aw, c'mon! As long as you are taking this eminently professional and laudable
step of providing a reliable "known bug list", why not upload it as they are
confirmed? It's gotte be too easy even to discuss, plus why sit on a known bug
for up to 30 days?

Aw, c'mon! Symantec changes their policy, despite folks saying they never
would, and people STILL grouse? 🙂
Chances are they want to do it monthly to (a) make sure it really IS a bug, (b)
make sure it's described accurately, (c) make sure it's described well (tech
writing stuff), (d) some other good reason I can't think of, or (e) any
combination of the above.
Besides, daily uploads would be murder for those distributing bug lists
internally. Every time you distribute a list, it's probably out of date
already.

OK, fine, they've done all that. Now why wait (possibly) thirty days? Instead,
send the new bug doc to the bug librarian. The librarian retrieves the
cumulative bug report from source-code control, adds the new bug, replaces the
bug-report in the library and uploads the doc to the forum. By my stopwatch
that comes to 5 minutes! Less if they use scripts.
