from what I understand 3.1 needs a new ROM for all systems; partly to
provide the CDRom support (It can boot from the CD).

You are correct that the new 3.1 is needed for CD booting, and ROM support
from the start of powerup.
Their was a CIS conference with Dave Haynie a few months ago, and at that
time he said a 3.1 ROM update wouldn't be required for 3.0 users. I
assumed that the CD-filesystem could be accessed after bootup using a
handler in the L: directory.
This may have changed. All the kits being sold include the ROM, and if
the graphics.library has been rewritten then a simple Setpatch may not be
enough to update the 3.0 code.
