I am considering the Animator for amateur video titling. Can somebody give
me a feeling on whether the Animator would be a realistic choice for
somebody like me? I am no artist, and I would be using a lot of clip art
or ready-made animations (supposing they exist), with my own modifications.
In your opinion, for a non-artist like me, does it really make sense to
consider Animator for this kind of use?
Also, in VGA -> NTSC cards, are the low-cost ones, like the Willows or
US-Video any good? Any pointers to good buys?

Animator or the new high-res Animator Pro are certainly useful tools
for titling effects. I'd skip the U.S. Video card and go for the Willow.
Preference around your price range would likely be the Everex Vision VGA if
you can manage that. Higher up, there's the Truevision VideoVGA, which is
about to bundled with titling software (I think Entropy's) for character
generation.
