I want to get set up to do exactly what you described above, no more, no less
and off-line of course. Do I use OZCIS, NAVCIS or TAPCIS? I want to use it from
inside Windows.
If there is a better (simple to install and use well documented-not over
documented, over-featured or over-sophisticated) program other than one of the
latter ones, that you reccomend, please let me know. I don't mind paying for
it(I prefer printed manuals). My time and "aggrivation factors" are what's most
important to me.

I personally use and like Tapcis but it is not a Windows program. I can use it
from within Windows by settng up an icon, etc. but it will occasionally crash
as it isn't specifically a Windows program. Lots of our forum assistants here
use Navcis and like it a lot. Designed for Windows.
To look at Tapcis GO TAPCIS for more information and ordering info. Navcis is
under GO DVORAK. There are other programs advertised in the Compuserve magazine
you get each month.

You would think CIS would bundle an off-line autonavigator program with or even
as part of their main program(CIM)….Oh well..

I use PowWow (formerly WigWam). I highly recommend it. Best threading around.

How long have you been using PowWow ? Have you ever lost any data(theads or
folders) using it ?
Is "The CAD Rating Guide" still in print ? Who's the publisher. I just might
want to check it out.

1) about 3 years
2) a long time and many versions ago I did loose a thread. I consider that
problem long since gone.
3) Yes. The 4th edition (ZEM PRESS) just came out in December. I'll email you a
copy of the flyer.
4) Hold off on orders til after SIGGRAPH. I'll be back on the 16th.
