Hello:
I have been reading everything I can get my hands on to tell me whether
or not I can import an image off of a photo cd or a downloaded image into 3ds.
Any help will be appreciated.

Brad,
You can't directly import a photo cd image into 3DS as it doesn't support that
file format. Although a .BXP could be written to allow this.
What you can do is open the image in Photoshop or anything else that supports
.pcd and then save it as a .tga or anything else that 3DS will read.
