I am running DOS 3.31 and yes I know I should upgrade to 5.0 but $$$$…
I am trying to use a CD ROM based program that requires 539k bytes but
after loading MSCDEX and STACKER I have only 522k. Can MSCDEX be
configured to take advantage of extended or expanded memory? I already have
the stacker driver loading in expanded memory (it still uses 25k of regular
memory though).

you might try using QEMM v6.02 or higher if you have 386 – you can often get
more conventional RAM back than WITH raw DOS5. It will take ages to get it
optimised and everything working with it, in my experience. The more stuff
you want to run the worse it gets. You'll need some techie knowledge unless
you're very lucky.
When you get it right its great
