I want to be able to use my PC to create titles, animations etc to put on to
video. I know there are some Genlock type products out there that will convert
the VGA output to drive video but I need a _cheap_ solution.
Does any one know of a cheap product or, better still a circuit or chipset that
would do the job ? ( VGA/SVGA to Composite PAL or S-VHS)

Truevision has/had a Video VGA card for PAL. You might try one of these cards.
Where are you from that you need PAL ? If in Europe, generally a Techex
location might have it in stock.
