Is there any truth to some information that I heard recently in which all
registered users of 3ds4 will receive a full working version of a
spline-based/patch modeler for free from Autodesk?

Yes, it is true, as far as I know; I heard it on ASOFT some time ago. However
my (our) registration form was also sent off some time ago, and I haven't heard
anything since. Could anyone tell me when it ships?
