The library description of the file "Arc.exe" references a file "arc23.doc" as
being in the same data library. However, I cannot find it. Has it been
removed for some reason?

Yes it has. ARC is an extremely old, seldomly used compression scheme. ARC.EXE
only remains in the library because of historical reasons and because of a
handful of .ARC files that may still survive in the libraries. For a "how to
use" interactive tutorial for ARC, see ARCHLP.EXE.
In the Graphics Support Forum, there is a file called "amiga.txt"
that recommends the program "hamgif.arc" as a gif viewer for Amigas.
Which is why people need the ARC.EXE program. What do you recommend
to use for viewing GIFs on an Amiga? If you can help me with this,
we will update the file in GraphSup to the latest and greatest.
