Hi,
I'm looking for an addon board to watch TV on a Window or full screen,
so far the only one I've seen so far is the PBTV3 from Packard Bell. Is that a
good card to get or are there better ones out there! Please leave me detail
messages if possible! ASAP

Pete,
There are a number of cards on the market to perform this function. Some of
them have built-in tuners (you just plug them into the cable or antenna) while
others have composite or S-Video inputs (you hook them up to a VCR which acts
as a tuner).
The first type (with the built-in tuner) can cause problems with RFI (Radio
Frequency Interference) in the PC. RFI can cause video, hard disk, and other
problems. I don't recommend that you install a card of this type.
The second type uses the tuner in an attached VCR. Since you most likely have
a VCR this should work for you, and will let you watch videotapes as well as
TV. Creative Labs, Truevision, and others offer cards of this type. I
reviewed a number of them quite a while ago, I am working to get the current
stock reviewed.

It's good to see your name again. Your thoughful contributions have helped me
get set up and running in a non-linear desktop editing system. Would you
please advise me what my options are as far as using *.gif, *.bmp and other
Windows graphic still images to a chrominance-luminance separatee (ie S-VHS)
signal that I could imput to my mixer?

The VGA Producer Pro will perform the operation you are looking for It
provides an RS-170A (SMPTE 170M) signal which can feed any mixer/switcher. It
does work in only 256 colors which is a disadvantage.
I am looking at other products now, but I have not yet seen anything which
provides the same signal quality. Stay tuned, I got a message yesterday from a
company which may have something.
