You would use an authoring system to create your "program" or even go to
the level of writing your own code. Most authoring systems are going to
support a variety of video and audio formats that can be created by using
input devices like video or audio capture cards.
The actual writing to CD-ROM can be done by a service bureau or you can
purchase a CD-ROM writeable device. The CD-ROM writers seem to be
plummeting in price here recently.

I am referr to Video CDs and not copmuter data ones.
Do you know if say the Tahiti 3 is capable of read/write to CD
(computer data ones) and Video CD?

I don't know for sure, but I believe the "Video CD" format is simply
MPEG-1 compression files, stored as normal "data" on an ISO-9660 CD-ROM.
Maybe someone else will know for sure.
