Oh, crud, I forgot to ask-will the new plotter driver be able to use either serial or parallel ports?

Yes, it will. Also intermediate files. Take a look at the Scheme driver (available in the Scheme.arc file), it will have all of that, and the ability to do circles (pads, y'know) as well. –Ben–
