When I click on an Icon in the workbench screen my machine just freezes and
I have to reboot. All the programs work fine when accessed through the
CLI. Ive reformatted my hard drive but still get the problem. I've also
tried booting off a floppy and bypassing the harddrive, to no avail. Does
anyone have any idea what might be the problem?

Try the keyboard mouse button equivalents, just to see if the problem
might be a bad mouse with a lot of contact bounce.

I had this same problem a couple years ago….a bad CIA chip!
Try swapping both CIA's and see if the problem _changes_
CIA's (8520's) are rather cheap $10 or so and are a good thing to keep a
spare on hand!
