I would like to find/buy a "RGB splitter" (needed to grab incoming
composite or S-VHS on GVP's Impact Vision 24 board or a NTSC to RGB
converter. Can anyone suggest a good basic source to learn about video and
the different formats/signals/modes? Thanks.

I believe GVP is developing one that will be made available at (I think)
no cost to current owners and will be included in the box at some point in
the near future. The name I've heard bandied about is "Tarantula".

David, there was an article in the October 1990 Radio Electronics magazine
on building an NTSC to RGB convertor. A company called Harmonic Research
offered a kit at that time. I don't know if they're still around, but their
phone number is 201-652-3277.
