How can I translate a normal bitmap (PCX, GIF, BMP, etc.) to the Microsoft Windows DIB (Device independent bitmap) format? I'm looking for a converter or any major graphics program that supports this format directly. I need these files for Asymetric's Toolbook bitmap reader. Thanks in advance.

Look for WinGif (somewhere in the Windows forums) the latest version probably supports DIB's. If not, load the GIF (or whatever) into WinGif, copy the whole thing to the clipboard, and then paste from the clipboard into Toolbook.

The major 24 bit windows retouch software will support clipboard DIB's in and out but I'm not sure how you would get an actual DIB file out.
