What file do I need to decompress SIRDS.lha? It seems that all the lharc decompressors are decompressed themselves.

You need LHA138.RUN in Library 16 (Archivers/Crunchers). It is a self extracting archive. Just open up a shell and type the LHA138.RUN. After it has decompressed you might want to put the file LhA into c:.
