I have a friend with an Amiga 4000. He generally uses it for video,
but would like to join CompuServe. Is there 3rd party software that
would help him to avoid the command line interface? He's not computer
literate, and I think that would be too much for him.

I think most Amiga users use AutoPilot, the best automated CIS software
available.

A demo version of AutoPilot can be found in the AmigaVendor Forum (GO
AMIGAV) library 9. The files needed are:
AP.LHA
APDOCS.LHA
Unpack the archives with LHA (LHA138.RUN in AmigaUser lib 16) and read the
README file before installing.
AP is a great program for CIS that provides offline reader/writer and file
management tools.
Look in AmigaVendor, Library 9, for AP.LHA (which is the filename for the
AutoPilot demo version) and APDOCS.LHA which will tell him how to get
started. The docs are a bit outdated and don't cover all the new
additions to the program, but everything in them still works and goes into
great detail about getting the program set up and running. A CHANGES file
in the AP.LHA archive tells about the new things.
