Richard, thanks again, while I'm not able to dial from the keyboard, I have
tried to use the terminal programs phonebook, first of course, inserting the
'atdt' command,and both the ath1 and the ata commands work so the speaker goes
on.I did the dialing from the phonebook after puting the speker on, but the
modem did not dial. I have no doubt I am missing something small, but it is
unclear to me what that is. Also I do have LEDs listed as MR and TR and they
both are on, so I assume that 4th pin is not a problem. I've also done the
selftest with all sorts of dipswitch changes, and still no dialing out from the
modem. I appreciate the help, and if you have further suggestions I'd love to
have them. Scott.

Scott, you show a lower case 'atdt'. I hope you are using UPPER CASE 'ATDT'
and not lower when trying to dial?

The USR Courier (and all 2400 bps modems) accept lower case as well as upper
case commands… but, the entire command must be in a uniform case! – Bela

Dunno. Sounds like it should work. If the modem is able to go off hook, it
"knows" how to accept commands, and how to assert the phone line. Maybe the
tone generator is broken? Does it dial if you ATDP rather than ATDT? Since
pulse dialing should use the same mechanism as is used to get the line in the
first place, the thing should have no excuse for not clicking, even if it won't
bleep.
