Right! – after you asked methat question I did a quick scan through my copy, and kicked myself a few times for not being able to answer such an obvious question. From what I believe it will directly compete with CIS (and all the private services), and I shouldn't have to explain to you (of all people) what happens when the Gov. get's their grungy, bloodstained hands into the free market! I've been calling all sorts of people at the FCC to get some accurate information [in vain] – but from what I see there is some money behind getting that particular law … the guys out in WA state that are trying to run their own service apparantly, or maybe one of the multinationals that wants to compete. In any case, if you are interested, there are 2 files in Access [FCC1.DOC amd FCC2.DOC] that do a lot about running around the truth.
