Oh, human beings' ability to cram into urban crud is offset by their ability to breed like bunnies in that kind of environment. Considering that the average rural dweller in Mexico is still living in what might be called an adaptation of feudalism, it's little wonder they continue to flock to the cities, dead-ends though they are. It's a shame, too. Mexico is a country potentially as rich as the U.S. or Canada (and by Third World standards it's actually pretty good anyway) but so much of the population is kept permanently down in misery because of the usual corrupt one-party state more interested in preserving its own perks and riches than in helping the people. The same was true of Russia under the Communists and they're paying an awful price for it now.
