In some respects I'm like you, believe it or not, in that I don't appreciate
cigar smoke. It's pretty annoying to have a neighbor whose smoke (from whatever
source from cigars to barbecues to leaf burning) blows into your apartment. All
I can say is hopefully he moves or you do–I gave up on apartment/city living a
long time ago because of the hassles. The way things are going you'll probably
get a law to regulate this sort of situation.
