There aren't any good prices, but the kit you mention, sans speakers, is available as a PAS16 MultiMedia Upgrade Kit from just about every vendor I know. Price is around one grand, give or take a few percentage points, but doesn't vary much. It does not include speakers, but the fact is that if you want high quality sound you should connect the PAS to a receiver or audio system and if you want decent PC sound you can pick up stereo PC speakers that aren't at all bad for from $29.95 to $299 from a variety of sources including MicroWarehouse and other mail order vendors. Since I don't use my CD ROM much to play audio and want basically computer things from it, I've found my $39.95 Koss loudspeaker set to be just fine; AR actually makes hi fi computer speakers with a subwoofer–at audio prices. Make sure you get shielded computer speakers if you're going that route, though; regular speaker magnets can cause havoc with computer video and the like.
