You can produce CDTV interactive applications on an Amiga by using Amigavision Professional. Commodore will advise you on getting the application transferred over to disc. Optonica in Britain has another CDTV authoring system, and there's a third from an outfit in Texas (name escapes me). For under $500 you can buy a CDTV player with audio/video hooks right most TV monitors, and won't require a computer hookup. Very portable, cost-effective. I suppose with careful programming you could develop a CDTV application that could be ported with relative ease over to CD-ROM format for use on other platforms, as well. Apparently, one advantage to writing for CDTV is that the development hardware/software costs are lower than for a comparable CD-ROM development setup.
