Kenneth,
We are discussing this exact same issue in the thread "QEMM & Ani Pro"

Below is some of the relevant information from that thread:

Pete,
There was a discussion about a similar problem quite awhile back. I'm afraid
that I don't remember all of the details but I'll give it a shot.
First you wnat to make sure that QEMM's DPMI support is enabled by loading
the QDPMI.SYS driver. QEMM probably already did this for you at install.
Second, and I think that this is the root of your problem, I found on my
system that Ani Pro seemed to be accessing ROM BIOS in a way that QEMM does
not recognize. I had to exclude the range FC00-FFFF to get my Ani Pro to
work. If you want to be conservative you could exclude the entire ROM BIOS
with X=F000-FFFF.
Hope this helps,
Steven

Steven,

I've got a copy of a message #61363 from Jonas Ruikis to John Tissavary back
on Oct. 12th 93 that said:
"Your right. Animatior pro is NOT DPMI compliant."

For What it's Worth.
BTW if your going to also try and shell out to Ani Pro from 3DS you should
make sure that you allocate at least 2MB of Ram, I use 4MB on my system and
all you have to do is use [ -maxvcpi 4096 ] to solve that one.
