Or maybe there could be a "bag limit", as in fishing or hunting. They do that in the petrified forest, right? Or maybe a limit on how much material you could remove from the surface in a certain amount of time. Or maybe the ranger has to videotape your assortment as you leave the park, and maybe they sell you required tags to mark and track the fossils. The more you think about it, the more you realize this problem has been "solved" many times before.
