Doug A buck a pound huh, and who measures it and where? I have contact with a lot of collectors and no full will that commercial collectors are collecting by three methods– 1) valid operations with plans of operation on mining claims 2) "mining" operations, including blasting on public lands without any contact with the land managing agency and not approved plans of operation 3) intense hand tool work which is essentially a small mining opeartion. Considering type 2 & 3 would probably be considered illegal mining by the land management agencies, and the commercial collector knows this, you $1 a pound fee will have the desired effect on a lot of commercial collecting.
