The party is not monolith. The fact is that if the Republicans had agreed to formalize the trust fund – something I believe should be done – the amendment would have passed. Whether or not the amendment should be passed is another question entirely. I believe in the cyclical approach to budgets, but Congress has shown very little will to follow that ideal in a disciplined manner, so perhaps an amendment is the best thing.
