I presume you are asking if there is a program or editor to convert the binary
*.LST file back into an human readable, ASCII file?
I think I have seen one (I have: "APscanLST"), but what I do is either
1) save a copy of the originally downloaded USRCAT file for reference,
and edit that in Turbotext, or
2) use PowerSnap to capture the information out of the "download window"
