If you are referring to the turbulence generated by the rotor blade, try
using a fractal pattern on a cone shaped object with a transparencey
falloff. Spin the object, and have it morph along the axis your prop is
moving to help create the illusion of a stream of turbulent bubbles being
pushed away. It might also help to add some velocity to your fractal
pattern along the same axis.
You can cheat the effects of cuastic refractions by applying an animated
bump map to your water surface that consists or a moving gray scale
pattern, and then ray trace your light through it. I generated my
grayscale images by crumpling up several sheets of paper, scaning in the
pattern, and then using a morph package to generate the transitions
between the sheets. This sequence was than used as my bump map, and it
worked quite well. Make your water surface blue and keep your light white
for best effect.
