That's Bertrand Meyer. He's the inventor of the Eiffel OO programming language.
The book you're referring to is probably "Object Oriented Software
Construction",
1988, Prentice-Hall.
He may have written another one, more specifically oriented to Eiffel: "The
Eiffel Programming Language" or similar.
