Sounds like you have removed a CD-ROM drive from it's home, or
somehow re-initialized it. Whenever 3DS starts up, it searches for
all available drives, including CD-ROMS. A quick way to fix it is to
just load a CD-ROM and do a "dir" of the drive. Then type "exit" and
you should be OK.
