The houses were built several decades ago as model 'tenements' for low and middle income people. They are in excellent condition, have mostly poor and elderly residents. The block is very low rise, congestion is very high, water pressure somewhat low, sewers overloaded, electrical systems strained. This tower would create permanent shadows and wind problems, and greatly exacerbate the other problems. There is also a serious shortage of low and middle income housing, and a major glut of luxury housing. The developer's representatives have anounced that in accordance with minimum city requirements, they will place the garbage for the building on the sidewalk the normal 2 to 3 times per week – this has never before been done for so large a building.
