I had this same question. John Pendergrass came up with a semi-solution
and uploaded the deck to the libs. It involves moving existing buttons on
and off of the visible display area. But I don't think this is what I
need.
I would like to enable the user to create buttons ala AutoPilot's 'Add a
Forum' gadget. Is this somewhat like you had in mind?
