Ric,
I guess your are suggesting that the libraries would pretend that they are
single users, and order OED at the reduced price. Perhaps, but, being public
institutions, I feel that they would be unlikely to violate their license
(which would, of course, be different for libraries than individuals). Any
library user could turn them in.
