I don't recognize that machine either, but my father was one of the founders of "Peripheral Business Equipment", which was later renamed to "Pertec" (perhaps because no one could spell peripheral), and still later renamed "PCC" for Pertec Computer Corporation. My experience with their machines leads me to suspect that it is a proprietary multi-user operating system, perhaps based around COBOL batch jobs. The main founder of Pertec, Bob Kleist (a neighbor of mine while growing up), long ago sold his interest in the company (which he claimed to have started with that intent), and is now playing with printers for fun at the company he started when he left Pertec, Printronix, which I believe he still controls.
