I don't know much about the corporate structure of C=, but isn't Jim
Dionne the CEO of C= USA? (And probably on his way out, given the average
life expectancies of C= CEOs lately.) Doesn't he have at least some kind
of control over the budget? And who's the head of C= generally? Wouldn't
he be the person to contact?
