Only the Heavy Tank can pick up a bomb part – you get around in them faster if you drop Teleport Pods with your bomber in the vicinity of the Nuetron Bomb resource. The Light Tank, Hovercraft and Heavy Tank can pick up any normal resource by running over it. If you don't pick it up you were either going to fast or missed it by a hair.
