It seems to be a peculiarity of the 4000/1960 combination; my Double-
NTSC-No-Flicker mode (which is what I think you're talking about) sets up
at the extreme right-hand-side, to the point where I actually get a bright
line on the right because the gun-trace just can't go no farther….
Don't expect help from Commodore on this; your friend DOES have a
fully-useable (if off-center) image, and the 1960, for all its quirks, is
the cheapest "multisync" monitor you can buy that handles all computer-
specific scanrates AND all TELEVISION-specific scanrates: I saw a gorgeous
multisync at my dealer's store, and it had tight-enough oscillator-control
that the image barely moved as the computer switched from one driver to
another — but that puppy cost eighteen hundred bucks, too. (YGWYPF.)
